For those concerned about my comment that I had remained in the background on this up 'till now: I was working along with Victoria for about a year. We presented me as an independent, unallied and qualified expert to come re-evaluate Lennox. I kept my prior comments on this blog thoughtful and low key in order to try and be able to do what I do-give a fair, balanced, and professional assessment. Making a public fuss, even though I already had my reservations, would not have helped to gain the possible access we sought. And in all honesty (which was expressed to the parties in charge), if I had gone to NI and evaluated Lennox and found him dangerous, I would have publicly said so! Now I am able, since there is no longer a chance of coming in from "outside" as a non-threatening presence, to put my feelings and the story of my/our efforts out there. My prior reticence was in Lennox' interest; too much said too soon without full access and information would have done nothing to help. Please know that, out of the public spotlight, I have been eager, ready and willing to step in at any point and bring my professional experience to bear. Believe me when I tell you that I am sick thinking that, just maybe, if I had gone sooner.....and then, as we all do, I guess myself into a corner. The BCC has had the controls the entire time. We can only know go forward and try to keep this from happening again.

First warning: This is going to be a long one. Grab a drink and settle back-we have some talking to do.
From the beginning of my involvement with the Lennox case (which dates back almost a year to when Victoria Stilwell brought me in) I have stayed as neutral and professional as possible. I have resisted criticising the BCC and their evaluator, as we were trying to get me to Northern Ireland and get access to Lennox to give a fair, objective, and behaviorally sound evaluation. Sarah Fisher had done a great job, but I brought extensive "Pit Bull" experience coupled with unparalleled experience with "killer dogs" (dogs that have taken human lives). So I kept my opinion considered and low key, hoping that I could have come in as an "outside" expert, supplemented Victoria and Sarah's efforts, and gotten the BCC to listen. Now that Lennox is dead and the case is over, I no longer have to hold my tongue.
Let's look at the "qualifications" of the only evaluation that the BCC or Court accepted. The BCC "evaluator" is, admittedly, a former police Constable. So am I, except that instead of being a Constable, the equivalent here in the US to a base Patrolman, I retired as a Lieutenant and Watch Commander, the UK equivalent of a full Inspector with the Metropolitan Police. I am also a certified Behavior Consultant (he has no such training), have been certified as a Professional Dog Trainer, and am trained and certified as a behavior evaluator by several organizations-and he is not. I have further, over the years, worked with, trained, and evaluated what are probably over a thousand Pit Bulls and other breeds prohibited in the UK, certainly more than the BCC evaluator.
In fact, their evaluator, who's evaluation history seems to be summed up by "knows a Pit Bull when he is paid to find one" isn't even a dog show judge. Wouldn't a conformation expert such as a show judge have been a better choice if we were going to see if a dog physically met a breed standard?
Sarah Fisher, a bona-fide behaviorist, issued her opinion as to Lennox' safe demeanor, but her opinion was spurned. One suspects that the BCC had issues with the opinion of a "mere woman" despite her clear qualifications.
So another outside evaluator, with credentials, was brought in by the Barnes family, this time a man. David Ryans conducted a second evaluation, and was also rejected by the BCC. Rumor had it at the time that they did not consider Ryans experienced enough with prohibited breeds.
All that said, I have looked carefully at the video of Mr. Ryans, and would like to walk you all through what I see.

The test starts with Lennox on leash, held by a female Animal Control person, with both the Animal Control person and David Ryans (presumably a stranger to Lennox), a behaviorist, seated in chairs. Lennox is being petted by the female. Lennox is seated and seems to be relaxed.
As Mr. Ryans is placing a notebook into a bag at his side, Lennox approaches under Mr. Ryans' leg to see what he is doing. He shows no fear or reticence towards Ryans, just mild interest in the bag. Ryans places his open hand directly on Lennox snout to pet him and guide him back from under Ryans' legs.
Lennox returns to the seated female and seeks her attention (about 32 seconds in). Mr. Ryans then proffers a treat repeatedly to Lennox, extending it and then removing it from Lennox' reach. Lennox is focused on the treat, but allows Ryans to take the treat back repeatedly with no sign of possession aggression or reluctance. Lennox never snaps, lunges, or does anything other than wait for Ryans to surrender the treat. Lennox does, for a moment, try to get up and approach Ryans and the treat, but immediately returns to a sit when asked. Lennox' responses are positive and he readily seeks appropriate, positive contact with Ryans' Lennox does briefly try to get in Ryans' lap, but responds immediately when asked to get off. Ryans appears to "pop" Lennox on the snout several times with an open hand (about 1:27) to elicit a response. Lennox briefly and calmly retreats, but continues to try and make positive contact with Ryans with no defensive or aggressive display.
Ryans then stands up. Lennox continues to make appropriate positive contact, and shows no negative response to Ryans despite his looming stance over Lennox. Lennox watches as Ryans turns away and reaches for more treats. Lennox makes no attempt to go after Ryans while his back is turned.
Lennox then allows Ryans to approach frontally and back him up, almost to the wall, with Ryans maintaining a tall, directly frontal stance. Lennox sits attentively. Ryans then challenges Lennox with a direct, frontal stare. Lennox responds peacefully, turning his head, and remains calm, retreating briefly and returning to the handler, then partially turning away to defuse the challenge of Ryan's. At no time did Lennox show even the most remote aggressive response to this stranger, Mr. Ryans.
Now, please compare my notes here to an evaluation I conducted regarding a frankly aggressive animal we will call "JoJo" (not his name). Remember-these following notes are an aggressive dog, NOT Lennox!
"JoJo did not allow me to make direct contact. JoJo is very suspicious of others. When he was out XXX was holding him. JoJo was tense and alert. JoJo reacted violently to sustained eye contact, in full lunge and attack mode, teeth bared and barking/growling strongly. Once JoJo reacted to me he kept a very wary eye on me and did not relax. WARNING: JOJO HAS DISPLAYED HUMAN FOCUS AGGRESSION. JOJO MAY BE A THREAT TO HUMANS. JOJO IS A HIGH LIABILITY DOG. Humane containment and management is the best strategy for him."
Does this look a little different from the objective appraisal of Lennox? I certainly think so."JoJo" was clearly an aggressive dog, and reading my assessment of Lennox, or watching the video, shows the reality of Lennox' interaction with Mr. Ryans-completely non-aggressive.

You will see that this evaluation is far more extensive, and is conducted with this "killer" dog unrestrained. Helo's evaluation included substantial direct contact between me and the dog, and let me see far more of Helo's true behavior. Mr. Ryan was operating under the constraints imposed by the BCC. I will bet that the BCC evaluator never interacted freely with Lennox. I also suspect that the BCC evaluator never grabbed Lennox by the face, never met his gaze eye-to-eye, never tried to take a food bowl away-in fact, I would guess that their evaluator's whole opinion was derived from a closely limited situation like they imposed on Mr. Ryan. That is not a fair or appropriate evaluation.
The evaluation for that dog, Helo, is summarized here:
"I first observed Helo inhis kennel. He came to the front of thekennel as I passed and was alert and quiet. I then proceeded to the fenced play area at the facility and had Helobrought out to me to interact and greet off leash. Helo greeted me readily and appropriately,sniffing and alert. He approached headup, with no show of shyness or aggression. He readily sought contact but was also interested in checking out theimmediate area.
Helo readily allowed me topet him, and then allowed ready manipulation of his head, ears, mouth, andtail. He allowed me to manipulate hisrear feet, but was sensitive to handling of his front legs, consistent with theexpected behavior of an animal that has recently received a leg injury. His right front leg still showed visibleswelling. I grasped Helo by the sides ofhis face and, at close range, met his gaze directly. Helo broke eye contact first and did notgrowl, stiffen his posture, or show any typical signs of stress oraggression. Helo repeatedly allowed meto grab his collar, stand over him, and examine his bite and teeth formeasurements. I conducted a “squeezetest” wherein the tester grabs handfuls of fur and skin and gently squeezes todetermine the tested dog’s reactions. Helo did turn his head towards my hand as I proceeded down his body, butdid not open his mouth, snap, nip, or muzzle-punch in reaction. His body posture remained neutral during thistest.
I offered Helo high-valuetreats (Pupperoni) and he took them readily. Helo allowed me to proffer the treats and then remove them from his bitewith no resistance or attempt to guard or protect the treats. I also gave Helo a bowl of food (he had notreceived his morning feeding yet) and he allowed me to present and remove thefood repeatedly. Helo allowed me tomanipulate his face while eating, and only gave a minimal grumble when Iphysically placed my hand into the kibble he was eating while he ate.
Helo is fairly wellbehaved, sitting on command fairly often (approximately 70%) and has a lesserresponse to being called (about 30%).
Helo exhibited nosensitivity to loud noises or strange objects."
Note that my written evaluations of Lennox, "JoJo", and Helo never use language such as "the most dangerous dog I have ever seen" or any of the other nonsense that the BCC's evaluator has used. Such emotional language has no place in a behavioral assessment. My evaluations never mention the dogs' appearance, as physical appearance has absolutely no bearing on behavior. In fact, "JoJo" wasn't even a breed banned in the UK. Neither was Helo.
Lennox certainly got short shrift in this incident. The evaluator that the Court relied upon is clearly unqualified to assess temperament and behavior. He doesn't even have the credentials to assess adherence to a breed standard.
And frankly, if their evaluator thinks that Lennox was the "most dangerous dog" he had ever seen-please come meet some off the guys I have handled and evaluated after they have killed humans. I have seen more dangerous Cocker Spaniels. Please, if you are to be considered a professional, try not to embarrass yourself with such twaddle.
I am so sorry Lennox. We tried to get you a fair shot. I just hope your death serves to be the seed for change, and that your sacrifice motivates others to fight unfair laws based in ignorance and hate.


Well done Jim. Many professional assessors over here have exactly the same views. We are working to clear the decks of unqualified, inappropriately experience people asessing dogs.
ReplyDeleteI'm not sure I have ever seen someone scared of a dog start an assessment sitting down. I know I certainly start ALL of mine standing, and I especially won't sit if I know the dog had shown aggression in the past. I'll only sit in a chair if I've had a lot of positive feedback from the dog. If they were so scared of him, why didn't they show a little self preservation?

unbelieveable isn't it,my maltese showes more aggression than lennox,i watched the video spoken about and everything is exact as it is in above article,and i am no expert,but i saw no signs in his body language of fear or aggression,nor that of the handler,who had the leash loose at all of the assessment,none of the articles i have read,seen,heard justified council seizing lennox to begin with,and in the two years of confinement,never showed any aggression,belfast council will surely regret all the stupidity of their actions,and the world questions why weren't real experts allowed to see lennox?victoria stillwell offered a solution,council would not liasion with her why ?why were the owners of the dog not allowed to visit or be with their pet at the end,why were they not able to access lennox's body after he was murdered...????????????????what are u hidding belfast cc....???was he in such a bad state,physically that u couldn't release him,?????????????????,rumours and threats have been abounding,but the facts have been presented to the world to see how the BSL laws are not ridding dangerous dogs from our streets,they are seizing family innocent dogs and murdering them for their appearance"pitt bull" like.this insanity has to be stopped,any dog is dangerous in the wrong hands,backyard breeders,dangerous criminals,they are the ones that should be accountable not innocent family dogs,no matter what the breed,blame the one at the end of the leash,not the breed
DeleteThank you Jim for a great post! It's obvious why the BCC's Evaluator was chosen. The die had been cast, they wanted the dog to die and needed to control the outcome of the investigation. There was no room for objectivity.

Jim, thank you for at least coming out and sharing your intellect. I agree with most of the comments aforementioned and find the whole sad matter of Lennox' death and inappropriate, and as mentioned, Lennox was a 'target' and the BCC was not going to change their opinion and embarrass themselves. So sadly Lennox was killed, he had been removed from his beloved family and not treated humanely - left to become morally dejected and alone. This is a terrible reflection on Belfast and all who are supposedly in authority. I believe it is truly time for a change that might help some other beautiful pet from suffering as Lennox and his family did. Your evaluation Jim is appreciated but it does not alleviate the blame of the BCC. Keep up YOUR GOOD WORK.

I don't what their motivation was, but this is so dirty and disgusting. Such a bent and distort justice system they have utilized there in Lennox's case.

Corrupt is the best description here of the BCC. I am not familiar with the law and structure of this government branch in Ireland (I'm in the US), but I'm curious to know if there is any recourse against their inept and biased and neglectful actions?

It is distressing that Lennox was killed, I only saw that video for the first time today and I have to ask what the courts in Northern Ireland were up to when they came to their decision. I hope Lennox's death won't be in vain and the reactions of you, Victoria, Sarah and many more can help bring about a change in the implementation of the law up their. However, judging by the spinning in the media I think it will be a be job, requiring lots of pressure.
ReplyDeleteWhen every single professional's assessment I have read of Lennox has affirmed his good behaviour, other than Belfast City Council's own unqualified 'expert' one can only wonder why Belfast City Council were so keen to kill Lennox and indeed why the case was judged in court in such an extraordinary manner with the qualified experts being ignored. ReplyDeleteThere is a certain part of Northern Irish society who feel the need to draw blood and those persons will create windows of oportunity for themselves,this poor dog was just that ,a window of oportunity.The same group are now mocking the rest of the planet by using social networking sites and also those on the ground in the Belfast Council ,when answering their main phone line to enquiries about this case reply to the public by making animal noises.The BCC and its minions dont need education ,oh no what they need is incarceration!!!!

ReplyDeletethank you for this qualified evaluation. i have owned laid back pit bulls and vicious little poodles and i can distinguish one from the other. why couldn't they?? i think they were just trying to prove their need for their jobs and budget. i don't think there was anything more than that. i do believe though that Lennox was not PTS yesterday but that he was murdered months ago, as that is the only reason a logical person could could come up with, for the fight they have put up and are just trying to cover their tracks.

I have long thought that the only reason the BCC would not allow the family to see their beloved Lennox (and more recently to not even grant the child's wishes to have Lennox' collar as a momento) is because he was either killed long ago or he died of neglect and a broken spirit in their prison.

I watched the video earlier today and was once again dumbfounded at the very obvious discrepancies between what I was seeing and what had been reported. I read a post by someone yesterday that said "Sometimes in order to help many animals it takes caring about one". I hope that this travesty of justice can be a catalyst of change to help the BSL cause.

Thats the only thing that makes sense to me as you can tell the handler nor behaviourist are concerned for their safety around this dog. I wouldnt be surprised this was an act of someone using their power in a high position to hirt this family for a vengence reason. I think the top minister in Ireland should pull the entire BCC from office and not allow them to run for office.again. Their respose to phone calls was a display of immature behavior not becoming a high ranking city official also which tels me they should be removed from office.

Im just appalled this would happen in the manner it did with so much proof that Lennox was not a danger nor a pit bull. Ive handled many pit bulldogs and all have been very sweet animals. Im not afraid of them as a breed and no one should be. Be afraid of the people who treat any dog inhumanely for they will treat a human the same. It is people who make mean and vicious dogs not their breed.
I agree with you, I also agree there was a cover up and Lennox was killed or died of neglect long time ago. I do believe BCC had and has a vendetta against the Barnes' family and an independent investigation of the actions of everyone, BCC, dog warden and the courts, are in order. I am sending a request to that effect to the Queen's press office, the Prime Minister's office and a copy to every major world media outlet. BCC are corrupt and unfit to lead and govern Belfast and need to be removed from their position, including the judges who participated in this sad and sorry charade.

How do the majority of the people of Belfast feel about this situation? ReplyDeleteI wasn't aware of this case before but the end result doesn't surprise me coming from a nation that prides itself on paranoia, blind panic and lurid headlines. From one end of the country to the other I see people in power with neither the sense nor intuition to look at things objectively and logically. I for one am not afraid of dogs, even the so called dangerous dogs and I don't consider myself especially brave. I just know how they think. I would guess they wanted to destroy the dog and stacked the jury to make it happen. Whatever happened to common sense?

ReplyDeleteI'm very glad to read your opinion on this. I just can't wrap my head around breed bans, and especially not around Lennox's case. It seemed to me that he just became an embarassment, and that the BCC was going to order his death even if the Queen herself gave him a pardon.
ReplyDeleteI am one of the uncountable anonymous people fighting to bring justice to the Barnes Family in Belfast and their dog, Lennox, recently killed by the Belfast City Council. The story is heart-breaking, and appalling! Here in Brazil, we have shared the story via Facebook and prayed that someone, some place, can do something to ensure justice is done. There are so many unanswered questions in this case – why was Lennox kept away from the family for so long? Why wasn’t the DNA proof that Lennox was NOT a pit-bull or “part” pit-bull allowed in Court? Why did Lennox license (issued by BCC!!!) state that he was a BULLDOG? Pictures show him hurt and with a skin condition, while under the “care” of BCC – isn’t that abuse? There is video in YouTube showing Alexandra Lightfoot, the warden who said under OATH that Lennox was dangerous and unpredictable, SLAPPING the dog, trying to extract an aggressive response from him and failing entirely. There are pictures of Lennox licking her face and being petted/cuddled by her. Would you do that with a dangerous animal? Why didn’t the BCC let Brooke, the young child to whom Lennox belonged, say goodbye to her beloved pet? And why in heaven would BCC refuse to give her back his COLLAR as a memento?? Could Lennox have been killed long ago?

I also wonder why theyw ouldnt let the family say goodbye to Lennox or return his remains or collar? Is it because he had been destroyed before they said he was I know alot of people feel that he was and in a way I do hope this is true so that he wasnot permitted to suffer the abuse at the kennels where he was kept for as long as he may of been subjected to it. I know of supposed dangerous dogs who are so soft and soppy tha you just wouldnt think they were a banned or dangerous breed and of course poor lennox was neither of these. I think this whole situation is completely disgusting and that yet again a miscarriage of justice has occurred just beause fo the looks of a dog. If you cant illicit an aggresive responce from repeatedly slapping a dog then there is no way a dog is dangerous I know of more dangeorus YOrkshire terriers and chihuahuas and yet you never hear of one of them being euthanaised for aggression. I hope Just ice can be done for Lennox's family in this case and the others where innocent dogs have been murdered just because of their looks. hell my minaiture poodle is probably more agressive than Lennox was and she doesnt have an aggressive bone in her body either. BSL needs to be stopped now and deed not breed legislation put into place and people trained to know the difference between aggression and affection instead of this stupidity we have int his country at the moment

I think that at such a time as this it would be very helpful to many people. I was shocked last night to read that even Airedales, Labradors, St Bernards and Golden Retrievers are on a Restricted/Banned list in the US. What is the world coming to?!

ReplyDeleteWhen watching that video, all I could think of was that was probably one of the last times they got to see their dog alive. It made me think of a hostage situation . . . because it was.
ReplyDeleteThe family should sue for a wrongful death because there is tremendous evidence against the BCC. I would certainly contribute to a legal fund to not let this topic lose traction.
This isn't only a case of cruel and unusual punishment of Lennox the dog but also his family including their poor daughter. If the BCC can get away with this unreasonable unprovoked seizure and destruction of this families personal property to say nothing of a beloved pet, then no citizen of Belfast can be safe in assuming they have a right to their possessions. They could be next. The people responsible for this travesty need to be removed from positions of power and decision making immediately to ensure the rights of all Belfast citizens. They have also angered millions of citizens of the free world and I have to say that you couldn't pay me to travel to that hell hole. They have a reputation for violence and intolerance and they just demonstrated to the World that it's a well deserved one!

I don't know how the Council's expert can claim to be a expert on dog behaviour, in fact anyone who can say because Lennox averted his gaze when he made eye contact showed him to untrustworthy and dangerous goes against reason.To also claim Lennox lured him into a false sense of security would be laughable if it wasn't so dangerous. I had a very smart border collie and even he couldn't think like that, no disrepect to Lennox but I doubt he had human cunning. This man is dangerous and should never be allowed near a dog again. He is now calling for all Staffordshire Bull Terriers to be included in this insane law.
ReplyDeleteI am by no means a professional but I know the difference between a potentially aggressive dog and one that shows no signs and I did watch the video last night with Lennox and came to the same conclusions that you have. There wasnt an aggressive bone in that dogs body. Its interesting how any evidence that wouldve freed Lennox to at least be re-homed was not allowed in court. Have you heard the latest where the BCC refuses to even allow Brooke to have her dogs collar as something to remember him by?

ReplyDeleteNo, the actions of the Belfast dog wardens and City Council in enforcing BSL is NOT equal to what Hitler was doing. Hitler killed 6 million Jews (and many other innocent people, Gypsies, homosexuals, Catholics, political prisoners, etc.) and set Europe and North Africa and Russia afire in a devastating war. BSL is an inadequate solution to the problem of dog bites/attacks; and definitely responsible for the needless killings of many innocent dogs. Both are immoral, but not equal on the scale of tragedy. Thankfully, there are no World Wars going on; and we can focus our attention on smaller tragedies, such as that of Lennox and all the dogs like him who have been killed because of their "type".

I am not the owner of an American Pit Bull or other 'bull' breeds, but I despise unfairness, and Lennox' story reeks of it. I wish that Mr. Crosby would have been allowed to personally evaluate Lennox. The supposed "expert" who testified that Lennox was so dangerous sounds like, from what I have heard of his reactions and words during the trial, a man who hates and fears Pit Bull "types" (and that word, "type" seems to be the BCC's justification for the seizure of Lennox in the first place - this was not justice!) and is rather emotional and nervous. I really appreciate this article, for the intelligent, rational approach to the evaluation of aggression in various dogs as well as the insight into David Ryan's video'd evaluation of Lennox.

DeleteFabulous. If only YOU were asked to evaluate Lennox. I wish we could evaluate the stubborn, resistent, inhuman behaviour of the judges or magistrates or whoever they are. I want to know WHY to continued for two years down the path they went down. Aren't magistrates like American judges? Shouldn't they have some education? Some ethics, some logic? Shouldn't they be willing and even encouraging multiple assessments, not just hearing one "expert" witness testimony? Isn't Ireland under the Queen's jurisdiction? Why couldn't a higher authority from England have interceded ? I am a US citizen and I am sorry for the citizens of Belfast. If this is how their justice system treats animals, may G*d have mercy on all their human souls. And I promise to NEVER spend a dime of my vacation/tourism money in that country.

While the case of Lennox could have been handled better, it seem that there has been very little dialog based on the FACTS of the case.
ReplyDeletePeople get so emotionally charge that they cannot objectively review facts.

Besides the dog warden, there were 3 "professional" assessments.
One represented the Belfast City Council. That one said the dog was unpredictable. We've all heard about that one.
What people are generally unaware of if Mr. Ryan, the owner's own expert.
In paragraph 8, Mr. Ryan (the owner's own expert) said this dog could be dangerous to non family members: recorded that when he reached over the dog's head to clip a line to the back of his collar in one movement the dog lunged towards him, growled, barked and snapped. He concluded that if the dog were to be returned to the family he would not be a danger to the public if kept muzzled and confined to a lead when in public and kept confined to an enclosure from which he could not escape when not confined by a lead.
Ms. Fisher, the third expert, who testified she did not have experience with pit bulls, is the only one who DID NOT think the dog was dangerous.
Which makes 2 out of 3 professional assessments against the dog. Why Mr Ryan said what he said is for reasons that are not shown in the assessment tape that has been recently released. Did he really have the bad experience he claimed to have with Lennox? Only he knows for sure.
The owner's themselves knew the dog was dangerous: In paragraph 4: The wardens spoke to a male on the premises who refused to permit the examination of the dog and told he them that if they attempted to measure the dog it would "rip their head off"
In paragraph 9 the owner admits to that at present the dog was muzzled "to warn people".
Further, in paragraph 10, the owner admits that the dog is aggressive with strangers and she admitted she used a muzzle on the dog already.
The only travesty of justice here is that the dog was kept confined in questionable accommodations for 2 years while the owner battled the BCC.
And I must say, while would have ruled the same way as the court, given the same evidence, I would definitely not have euthanized Lennox if there were a good alternative, which, in this case, there was. Thanks to you Ms. Stilwell.
I wish folks could get past their emotions and look at the actual facts of the case. Would Lennox have been ok left in the care of his family? Maybe. But maybe not.
I have been taught never to go over a dogs head to clip on a lead , Lennox knew what poles and being yanked on a chain lead meant only too well , not happy connections,so if that was his only reaction and to only that,out of all the other provocations, , I am not surprised. I have sat on the same level, on a kennel floor, with a nervous GSD.I had her lead in my hand , which in her case,she would connect with a reward , a walk .She came over , sniffed my hair , and gradually relaxed , but I still gently turned her collar so the clip was underneath , nearest me .I never would have reached over her eyes. Once we had achieved that first approach there were no further problems . ( X Boarding kennel proprietor)PDTI.
DeleteThe facts also show that Lennox never harmed anyone. Many dogs would bark and growl at strangers who enter their homes, especially those who are attempting to handle them; it does not necessarily follow that they would hurt or kill them; particularly when owned by people who are aware of the dog's protective instincts and take measures to control the dog, as did the Barnes family. There are no records of Lennox appearing to menace anyone until the dog wardens entered his house. As for his growling, barking and lunging at Mr. Ryan when the evaluator reached over Lennox's head to try to leash him; the dog was strong and fast enough to have inflicted considerable damage had he actually been vicious and dangerous. It seems to me that Lennox displayed bite inhibition in a situation where he was scared. Growls and snaps are warnings; and a normal canine reaction when a dog is frightened or protective or both. I am not saying that Lennox was the most laid-back dog I have ever heard of, but I do wonder what several months or over a year in a kennel cared for by people who feared him would have done to my own gentle, loving dog.

ReplyDeletewow This so called assessment is just plain Pathetic..i have been a critical care foster family for over 13 yr for our local & provincial SPCA abused, abandoned, puppy mill seizures etc the list goes on We have cared for well over 500 dogs/puppies in some of the Most horrific deplorable conditions physically & emotionally & socially one could imagine i currently use my mongrel Shelter dogs an 8 yr doberman hound X & 4 yrs herding spaniel terrier X both of which were critical fosters in my home we chose to keep furever to Rehabilitate Feral, terrified, behavioral challenged critically damaged dogs and well according to this womans assessments .. mine Need to be destroyed immediately ,LMFAO joking, my dogs are great but they would fail this assessment as they Are fearful of loud noises, they crouch when being approached by strangers they bark for attention & on the Hunt for prey they chase wildlife they will also bare teeth at a stranger they feel unsure about .. But Never have they been deemed dangerous ..quite the opposite .. our neighbors Love them the kids love them the vet loves them & All dogs & cats love them .. but as i say if they were assessed in this manner they too would be destroyed by this woman idea of dangerous .. just plain sick & sad really the persons responsible for BSL have a Special place in Hell reserved for them right beside child molesters & baby killers
ReplyDeleteI agree that they seem to expect an angelic level of tolerence in these dog not expected in most golden retrievers. I'm not sure my well adjusted, people (including strangers) loving, easy going happy go lucky english springer spaniel would tense up and give a little verbal feedback to this rude behavior from a stranger. If we want dogs to not be dogs, to be atomatons without feelings we do need to trade them ALL in for the stuffed or ceramic version.

What a great article. I watched the video yesterday and saw a well behaved dog asking for some treats from a stranger. As you say, not aggressive at all. I really don't understand why BCC were so determined to kill Lennox; I don't understand their thought process. They clearly think that this matter is now over, but I think not!! The gloves are indeed off; look out BCC and the UK government!!!!!

I appreciate the fact you were willing to go through all the frustration about this issue, I believe it must have been , and still is , very hard to bear. It is for me, and I know I'm not the only one. Thank you also for this report you posted . I hope it will open eyes to see the corruption and unfairness within this matter at hand. Too many dogs are still in danger and it's very important to keep this issue in people's minds . Lennox didn't have to die, but the evil people made it happen that way. So may the memory of Lennox be our guiding star in the battle against these outrageously unjust laws and corrupted authorities, fight for the animal rights in general , and also for the rights of the owners of the pets, now so unfairly accused of having a dangerous member in their , our, families. Only judged by the breed and oh ,maybe even more frustrating, the looks of the pet. It cannot continue that way. Thank you for this article and your expertise, Jim. We've all seen Lennox attacking that warden. With his tongue, obviously to evilly lick off her fact. My assumption in that case is that she was paid or forced to lie under oath, probably fearing for her job. I'm curious when BCC will have to make a sacrifice to the (hopefully coming) investigations, and my money would be on that warden to be the pawn to be sacrificed. But seriously: I hope that the BCC will have to pay for this murder. They see themselves as the victims and martyrs in the case of Lennox? What's going on in a mind taking an innocent life in cold blood and then lamenting that the world is upset about it?

BCC's reason for their actions was to Make An Example of Lennox And Woe Betide Anyone Else Who Thinks They Can Get Away With Owning a Dog We Don't Like. Imagine if this had been a child wrenched from a loving, stable home and incarcerated in appalling conditions for two years - BCC would be in the High Court answering charges of cruelty before you could say social injustice. A dog warden lied under oath in court and still BCC continued to be complicit in a web of lies and duplicity. BCC's actions were only to show that they have the power of life and death and by God they'll use them, even if they're wrong. The people of Belfast will hopefully do the right thing and add these public servants to the dole queue. Unfortunately I fear that many will end up as advisers in similar cases.

A wrongful death sanctioned by the justice system is still ethically and morally murder and we all need to try and stop this happening again.I have a meeting with my MP soon about animal welfare issues in general and BSL and other animal legislation in particular. I to believe Lennox was PTS many months ago, and that is why his body and collar are not being returned to his family. The BSL and the DDA I honestly believe was never intended to be misused like this, so it needs changing so that Lennox's death and many other like him will not be in vain. As for the way BCC are answering calls about this issue, it goes without saying they have no morals, no scruples and a total lack of humanity. ReplyDeleteYour observations confirm that Lennox was a good dog, one who a family such as the Barnes family, must have loved dearly. The BCC caused incalculable pain when they separated this dog from his family and ultimately killed him. The process was a long one and the sustained anguish particularly cruel. Any logical person will ask "Why?". A full investigation to shed transparency on this matter in mandatory. It must be supported from the highest level of government in Northern Ireland.

ReplyDeleteEven as someone untrained but who loves to watch my dogs and my best friend's dogs (as well as dogs at the dog park) interact, I can see that Lennox was relaxed and curious. He was being restrained in that video, yet he was not tense. And that Helo -- what a killer! Kills with licks is more like it! His body language made me smile.

I know how too fight this war: Politicians, the real experts like Jim, Vets and the people need to come together in one line, now they are all separeted over the internet.
ReplyDeleteJim in this video i see also that when the man looks/turns away this women squeezes Lennox cheek and same time press under his eye socket. They have done this here also in test. This is for trying to get an aggressive response from Lennox towards the men. Unfortunately for her without success Lennox remains calm.
My expertise with Pitbull's 30 years. Many Pitbull and pitbull like reeducated and replaced with responsible owners. Under 15 years BSL many dogs brought to safety in countries without such legislation.

Thank you for this Mr Crosby. BCC was intent on killing Lennox and many of us fear he was killed long before 11 July - this may explain why nobody was ever able to visit him. We will never learn the truth until an 'insider' has the courage to speak out - whether that's someone from BCC or the kennels in which he was killed. I send the Barnes family all the comfort and best wishes my heart can give.

I am convinced Lennox died at some point before the end of the Barne's legal battles. The refusal to speak and consider offers of sanctuary by Victoria Stillwell, coupled with their refusal to return him to the family, except in the form of some ashes, speaks volumes.

So many things that don't fit in this case. I'm very sceptic about internet reports, but I read all the posts since I know about Lennox case, I"ve seen the videos. He has NEVER shown any aggression. Poor dog and poor family.

The questions remains though, in Lennox's honour, how do we go about changing this inadequacy in the law that can allow this to happen? How do we, as dog owners protect ourselves and our canine friends if they are mix breed dogs who happen to look similar to a Pitbull as it is obvious that DNA analysis will not help. At this point it is unrealistic to expect BSL to be overturned but I also hope that it remains as a warning to the US that this could potentially happen with you guys if states continue to ban Pitbulls as has been reported in the press recently.
It's a sorry state of affairs when we judge a dog not by it's personality and character but by the breed it is.

Actually, the US is moving AWAY from BSL - Ohio overturned their statewide ban and more cities every year are turning away from judging dogs based on how they look, and are instead acting based on the dog's behavior. Although I can believe that BSL supporters over there might be reporting something different in an effort to support their beliefs.
DeleteDon't ever believe that "it is unrealistic to expect BSL to be overturned" - it CAN be done! But it takes a lot of hard work by a lot of people. The powers that be always have a vested interest in keeping the status quo, but they can be convinced.

I hope that Lennox didn't die in vain but can educate and make changes in BCC but everywhere. A few days ago I learned about Lennox and the crazy law they have in de UK and I have never heard of such a stupid thing as that BSL. How can you blame a breed for the things people do wrong in raising and handling dogs? There are poodles who are far more dangerous than a pitbull... Shame on you, Government of Ireland and the UK and all the people who voted for this crazy law!

When I watched Lennox evaluation video I noticed the same behaviour you stressed in your eval, even though I'm not a trained behaviourist, but having had many dogs over the years, even fostered strays which never had so much as human contact, I think I have accumulated experience enough to get an overall insight of a dog quite plus having a good sense of common sense.
ReplyDeleteLennox has never shown any signs of aggression, nether in his evaluation vid nor in the vids of the Barnes family. As for the animal handler - Ms. Lighfoot - she clearly lied in court. If she had been so afraid of the 'most dangerous dog' she wouldn't have sat in his presence, nor petted or cuddled him as she did in the video, nor would have come so close with her face to Lennox' muzzle/snout.
That all leads me to believe that a) Lennox fate was cast in stone from the very beginning and b) he has been probably abused and neglegted so much in the last year, that he probably had already died in the 'care' of the BCC or was in no shape fit to be seen by the Barnes family.
I'm all for evaluation tests, every owner and his dog (no matter the breed) should pass such tests. Unfortunately, politicians always take the easy road to answer vicious dog attacks, by punishing the breed and not the owners. Here in Germany the dogs with the most bite attacks (Dog - human) per annum are not BSL dogs but Toy Poodles and Yorkshire/Parson/Jack Russel Terriers. But no one shies away from these breeds or wants them destroyed.
Just wish I could go back years and help save this poor animal, and his family, who have been treated disgustingly by the BCC. Wonder how they and their families would feel to have their pets held hostage & killed for someone's pleasure.....

I never once saw any sign of aggression in that video! Personally I think Lennox was killed long before his official DOD presented by the BCC, otherwise why not allow the family to visit Lennox, why not allow the family one last visit with Lennox, why not allow the family to claim Lennox's body, why not allow their young daughter Lennox's collar? It was an act of Bullying, Intimidation and Punishment directed specifically at the Barnes family. It was a "personal" vendetta and retaliation effort. The BCC Is CORRUPT to the Core and only brought up the whole BSL and Aggressive subject because they Knew the news media and public would buy it without question. They Fabricated (made up) Every Single Claim and MADE their people, like the Animal Warden, LIE on their behalf (despite Glaring Evidence to the contrary), including coercing the Judges to rule in their favor and to disregard and not allow any and all Evidence contrary to the outcome they sought. For the little girl who lost Lennox, I doubt if Hitler was a worse person than the Council members. And Hitler did not become what he was in a day. This is just the beginning. If no protests are made, it will not be long before our children are incarcerated because of their IQ or height or looks. Abuse of power is what it is; the scale of destruction comes of not being checked in time.
DeleteThank You so much Jim for this statement. We in the Lennox Campaign knew, without even meeting him, that he wasn't an aggressive dog. He lived with a child and a loving family. BCC got pissed when this case became public with over 200,000 followers. They struck back at the Barnes family by lying under oath and hiring incompetents to evaluate Lennox. In October when pics of Lennox were released to the public they couldn't back down. The abuse was apparent. As for the family getting to say goodbye or his body returned to the family-couldn't let the evidence of their abuse be seen. I am so disgusted by this whole situation. They, BCC, need to answer for what they have done. It breaks my heart knowing Lennox is no longer with us and his family will never be able to hug him or tell him they never stopped loving him. DEED NOT BREED...... Dogs should be assessed by their actions not their "type". Why the hell is BSL allowed? This is no difference to human racism! ALL breeds of dogs have the potential to be dangerous as do cats, horses and also other animals and reptiles we may come in contact with. How could this injustice happen to poor Lennox? He clearly showed no signs of an aggressive or dangerous dog. I've seen aggressive Labradors, Spaniels, JRT's, Border terriers etc etc. My Staffordshire Bull Terrier has been subjected to attacks from many of these breeds but she is still seen as the devil dog by ignorant people! I really hope that lessons are learned from this appalling travesty and heads roll for incompetence by the BCC. Thank you to all those wonderful people who tried their best for Lennox and please continue to fight for the ridiculous Breed Specific Legislation to Stop Now!
ReplyDeleteUnfortunately, Staffies and other bull breeds have gained a popularity amongst certain neanderthal elements in society who actively encourage aggressiveness for aggressiveness sake in their dogs. The rest of the population of bull breeds and their owners are stigmatised as a result. If legislation is needed, it should be owner-specific, not breed-specific. Someone who has deliberately trained their dog to be aggressive in normal everyday situations should be banned from owning any dog.
DeleteI saw no aggression in either dogs. Lennox, was not aggressive. He only wanted a treat. I have worked with K9's 30 years. I also own 7 pit bulls. Mine get excited over treats. But, they sit still or lay down until I give them the treat. After eating their treat, they always ask for a second treat, by licking my hand or kisses on my face. I believe BELFAST had put down LENNOX months ago. Thats why they couldn't produce his body. NOW THE WORLD KNOWS BELFAST JUDGES ARE UNFAIR TO IT'S PEOPLE & THEIR FAMILY PETS.

What on earth were BCC playing at??? This needs investigating and BCC need to be sued their pants off for what they have put the family through. Also - why is the judge in this case not being asked to account for his actions? ReplyDeleteSince I have speech this term, I was going to make my final speech (due next week) about Lennox and BSL. I was hoping to have a good ending, some hope to inject into the speech. Unfortunately, it didn't happen. I'm just hoping that with my speech, some fellow students will take up the cause against BSL.
I agree with those who suspect that Lennox was killed or died earlier on. If this is the case, the BCC defrauded the courts by pretending he was alive. I don't know if the remains can be tested to see if they correlate to Lennox or characteristics of his breed combination. I would be very interested in your response to Lennox' family's supposed admissions of aggressive tendencies. Thank you very much for this analysis.

We must not back down and demand the truth about Lennox be found. Dogs must be judged by deed not breed. This is the only answer. Working for a Humane Society, if what I viewed was a full assessment, it was an embarrassment. Just over three minutes? Our assessments run over 30 minutes for dogs that are not considered "dangerous". They are thorough, check for play levels, training, food aggression, high value object interaction, etc. Not only did Lennox not show any aggression in his three minutes, the assessment was far from professional. Embarrassing. Lennox never stood a chance.
ReplyDeleteEven if it was a 30 minute assessment, assessments that are carried out when the dog has been taken from its family, put in solitary confinement, deprived of the human contact it has become accustomed to and left to sleep in its own faeces can not be judged to be accurate. Heck, if that had happened to me, I'd a heck of a lot more dangerous.
DeleteBreed-specific legislation is nothing more than nanny-state nonsense with precious little basis in reality. For instance, the UK's list of banned breeds doesn't include any of the Ovcharkas, who are as powerful as they are physically enormous, have a naturally highly protective tendency and are generally very wary of strangers. However, they are not popular with the petty criminal element who train their dogs to be aggressive for the sake of it, so they are spared being branded as a "dangerous breed".
If legislation is indeed the solution, then we need "owner-specific legislation", not breed-specific.
I don't think all the facts of the death of Lennox will ever be uncovered,all the lies and secrets for 2 yrs.With hardly any information being leaked out to the public and very few pictures.Were it was clear the dog was not getting proper medical attn.Why was that? so they could say he died of natural causes.Then to turn around and tell the family they would 'MAIL SOME OF THE ASHES TO THEM'Plus deny them Lennox's collar.To many unanswered questions that won't ever be answered,especially now that the world is watching.They are going to have to keep lips zipped up,but one thing I have been curious about,has to be some low level vet tech (or not a tech).That has a low wage income job that knows something,I've always heard $$$ talks.well that's JMO. ReplyDeleteI don't know that my dogs would pass this test as well as any of these dogs have. Zen has his "bunctious" moods where he becomes a challenge to handle. Its not that he wants to be "bad" or "mean" so much as he sometimes plays rough. That said, my boy will sit gently for hours waiting for a treat. He's also fantastic with our baby yak. I can see him fighting his own flight-response when he watches her. He KNOWS he's supposed to be good.

ReplyDeleteI do believe it's time to start challenging these people who believe themselves to be breed experts and are given such control over the lives of dogs to games of guess the breeds and see how they actually DO stack up. I knew could put them to shame at the age of 13, it would be really interesting to see just how good they are. We all know that people in animal control have limited training/experience with dogs, much less limited knowledge much of the time...this fact really needs to change for the sake of all dogs.
ReplyDeleteGlad you posted this Jim. The subjective comments on the behaviour of Lennox in a Court by a former police officer were astonishing to me as a 35 year career LEO. Even more astonishing that the Court accepted this without some sort of corroboration.
ReplyDeleteFor example, I read a comment by the BCC expert who said something to the effect that Lennox almost took his hand off one time trying to put him into a cage. Now, I've worked with police trainers in the Hong Kong police and know that if any of them thought a dog was as unpredictable and dangerous as he assessed, he wouldn't be so lax in handling the dog. But that side, it spoke volumes that there was no medical evidence presented to back this claim up.
Whole thing was a travesty and the BCC's final comment that they had been 'vindicated' points to what was really going on in the end. Instead of accepting they may have made a mistake or there may be other solutions, they had to be seen to 'be right' rather than be seen to 'do right'.

ReplyDeleteYour evaluation says exactly what we all knew: Lennox was a good dog, well socialized and well trained who didn't deserve to die. When I watched the tape I saw good dog with NO aggression, and I have seen more than a few aggressive dogs. The BCC wanted Lennox dead out of arrogance- they couldn't allow themselves to admit they were wrong for seizing him. They also think 'he's just a dog' and we'll forget. They're wrong on both counts. The truth will come out....
ReplyDeleteI am 1/4 Irish born and raised in the US. I always dreamed of going to Ireland but now I wouldn't spend a nickel there. We do idiotic and cruel stuff here too (look up Oreos law) but this case is pretty unique in the way they threw out the facst and just went forward with killing the dog as though it were a dare, as though the most important thing to them was not backing down. Idiots and they will never get a tourist penny from me.

DeleteI would like to know more about the family telling the officers that he was an aggressive dog when they came to pick him up. I also wonder if the time the man tried to reach over his head to clip the leash on him was when they were taking him from the home? If so, the fear and stress of the family would "go right down the leash" or the dog would sense the family was upset because of these strangers. Please, can anyone explain this? I too wonder exactly when he was killed. The date on the one video was 2011 something, but could not see the month. So he was alive then if the time stamp was not altered. Also, an animal communicator said that he was beaten to make him mean..punched, kicked, etc. Wonder if there is any proof of this. Lots of questions..will we ever get answers???
ReplyDeleteThe brush that paints a dog as aggressive is too broad, there should be some distinction between a dog that kills a child and one that chases the chickens around the yard.It's sad to say, but in today's society both dogs would be likely be put down.

ReplyDeleteI am so sorry that Lennox was killed but do hope that this serves to get the law changed.Sadly I think this will still be a huge task.BCC must be investigated fully for how they handled this case and must answer all the questions put to them about not allowing evidence,their treatment of Lennox and the incredibly calous way the family have been treated since.BSL and the DDA must at least be reviewed and hopefully replaced by legislation placing the onus on dog owners not the dogs themselves.

I thought that DNA testing was done on Lennox and he was not a pit bull but courts discounted that evidence. I think it was a personal vendetta against the Barnes family. Dog owners in Belfast better take notice, your dog could be next. You are the ones who must fight to change the law in your country. Belfast has a tarnished rep in the world and they could have improved it by sending Lennox to sanctuary abroad but chose the low road and murdered him instead. I tend to believe that he died a while back from the abuse of his tormenters. RIP Lennox, poor innocent boy.

It is not only heartbraking, but outrageous that once again, humans are at fault for the death of another beautiful creature of God. Thank yous to everyone, who worked on Lennox behalf, to everyone who wrote. But now we must put that anger to work, this anger must not be allowed to fester, but used to motivate us to right a wrong. Let there be a movement to make change, not just for Belfast but for the world, Belfast is the beginning.

ReplyDeleteMany a heart has been broken over this poor dog and my thoughts are quite simple. Lennox was the victim of corruption throughout Belfast City Council and the court system. Just how they were permitted to kill an innocent dog is beyond comprehension.

ReplyDeleteIn the case of Shadow, an Alaskan Malamute imprisoned for 15 months for a bite she did not do, the local court ordered the court reporter, who has a very small dog training business on the side and is supposedly a "dog behavior expert," to do the official aggression analysis on Shadow.
In the court reporter/behavior expert's "report" to the judge she wrote:
But a dog behavior expert hired by the Central Okanagan dog control thinks Shadow’s friendly ways are a con. Dana Eklund’s assessment was submitted as potential evidence in Shadow’s trial:
“At times, she (Shadow) would lure our attentions. Meaning, she would raise her head and wag her tail attempting to get us to relax and let our guards down to examine our weaknesses."

Given your experience do you think dogs have the ability to con a human being into letting one's guard down?
I don't know where the dog behavior degrees are given but whoever gave the title to this boob is still washing the egg off.
First off, the statement that a dog is "conning yo to find you weakness" is sheer nonsense. I have never seen a single behavioral scientist try and claim that a dog is somehow plotting to "take over" or fool a person into some sort of sneaky bite. The ABCs of Behavioral Analysis (Antecedent, Behavior, Consequences)have no room for sneaky plotting. That is utter trash. I am concerned about the allegations against Shadow and would welcome the opportunity to look over the case. If you have a direct contact with Shadow's family please have them contact me ASAP wither by email or telephone.
DeleteActually, sir, Shadow's owners and several thousands of supporters succeeded in having all charges against Shadow dropped and the dog released from custody this past Friday evening. She spent 14+ months in a small concrete cage in a Canadian dog pound but at least she's out now. DeleteI am no expert in dog behavior but even I know that dogs lack the intellectual capacity required to "lure," "con" or otherwise trick a human. When I read this quote I was literally dumbfounded. Thanks for reassuring me that I really hadn't lost my mind, and this "expert" is full of it!
